Information and Communication Technologies (ICTs), particularly Internet use and the skills required to access and utilize its services, have become increasingly important as they transform society's way of life and are present in virtually all human activities. Publicly available data on the use of ICTs in households enabled the application of data mining tools and techniques which, combined with Explainable Artificial Intelligence (XAI) methods, made it possible to generate Internet usage and digital skills profiles. As a result, three distinct profiles were identified: the first composed entirely of individuals who did not use the Internet or its services; the second consisting of individuals with moderate use, although most of them did not primarily use the Internet and its available services; and the third composed predominantly of individuals who extensively used these resources in their households. The profiles showed only minor variations between 2021 and 2025, allowing the identification of a representative profile for this five-year period. Characteristics related to entertainment and communication were those that exhibited the greatest changes throughout the analyzed period, although these changes were relatively subtle. Such changes were identified through statistical analysis. Socioeconomic profiles were also established and, similarly, did not present significant structural changes. Based on the characteristics of the identified profiles, it was possible to propose guidelines aimed at improving digital inclusion processes in emerging areas identified through the Systematic Literature Mapping (SLM), namely: Library and Information Science, culture, disinformation, and smart cities.
